Free Dental Insurance for low income individuals

My sister has two kids and no dental insurance she on a very fixed low income.  Though her kids do received some state medical care they do not have anything for dental.  Where can she get free dental insurance and or free dental care for herself and her kids.   I been helping her the best I can but I too am on a fixed income and can not continue helping her with her dental bills.
