Denatl Insurance Quotes for New York, Where can I buy Dental Insurance

I am having a hard time trying to buy dental insurance for the state of New York.  I have been shopping on line for the past week on and off and only see dental discount plans.  I had discount plans in the past but they do not work for me.   The dentist in the plans would always seem  to find a way to charge me more then what was stated in the plan I would buy.

Is it too hard to ask for some dental insurance?  I put dental insurance as my search but come up with discount plans.   Some sites look like they are selling dental insurance but when you read the fine print they are only discount plans.   Who sells dental insurance in the state of New York to people that do not get dental though work.
